The crime families of New York City have gathered to discuss business. None of them are happy about the Punisher becoming the head of the Geraci crime family. Rosalie Carbone won't let her hatred of Frank Castle die and has her family launch an attack on The Punisher and the rest of the crime families to kill Frank once and for all. The Punisher and Rosalie have their final showdown which only one of them will survive.
